Texas penal code, Title 10, Chapter 46.02, Unlawful carrying of weapons, details all the stuff that will get you in trouble with the law. Chapter 46.15 b(3) has said (for a long time) that 46.02 does not apply "while travelling". The definition of "while travelling" was left up to the courts.
