It's my understanding that they do not have a loaded magazine in their weapons. However, they do have loaded magazines on their person.
I think the Guard's presence, at this time, is to serve more as a statement than as a primary deterrent. Nobody is expecting an armed, frontal assault by terrorists, at least, at this time. The security guards at the checkpoints aren't much of a physical threat, generally speaking, so the lone terrorist needs someone in somewhat better physical condition to apprehend him (or her).
It has to be remembered that almost all military units have no training in civilian enforcement activities but are trained to deal with enemy forces in a rather forceful manner to extract compliance. Civilians do not react well to these methods.
