Does it have the Series 80 hammer safety like a Colt?

Series 80 is strictly a Colt phenomenon.
It does have the locking mainspring housing, though, so it's CA kompliant.
Also the titanium firing pin, which can help reduce discharge when you drop it.
(discharge of the gun, that is; you may still experience other sorts of discharge as your gun is heading to the floor.)

Springfields do not have firing pin safety in them.
It is approved for CA, but that has nothing to do with the I.L.S.It does have the locking mainspring housing, though, so it's CA kompliant.

Yes, it is a VERY good price, plus you can have Richard Heine do some coustom work, as he will be doing some sight work for the LEGP.

The price seemed reasonable but not amazing to me. What would heinie charge for a light crisp 3 # trigger install ???? Give me a ballpark idea as I have no starting point. Is heinie top of the line for work.
