They will cover the shipping both ways, but not the service fees.There shouldn’t be a need for an FFL, the firearm is not changing ownership. If there is RIA should reimburse you for FFL fees. Talk to someone in customer service or a manager.

Just sent my wife’s pistol back to Ruger they covered both ways , shipped through FedExTo the OP . From what little I know Fedx and UPS rules have changed and they only accept shipments from FFL holders. And then only from FFL ‘s that have a shipping agreement with them. Such as shipmygun.com.
