If I can get a Smith and Wesson Model 5946 DAO for $200 to 250 dollars can I retrofit it with a slide safety so it can be shot in single action?

It depends. The first batches they produced did not have all the milling needed for the DA/SA parts. Later production did. If you take the slide off and there are two levers and a spacer where the third lever would be, then you should be able to convert it to a DA/SA.
