It depends on who you ask. There are several studies that go either way, some of them are based on good research methodology and others are not.

Try searching the DOJ/BJS website at the following link for the most recent government funded research. These papers are generally written by qualified academic researchers (CJ professors and the like) who must follow pretty strict methodology protocol to receive funding for their projects.
