Is it legal to buy "replacement tubes" in Calif for the hi-cap magazines? Where would I find that information stating that it is? thanks

That's an interesting question I would contact the DOJ firearms unit at the following:

I know you can buy springs, followers, and floor plates but I don't know about the tube.

You can buy replacement tubes to fix an old pre-ban, pre-SB23 mag. It is illegal to assemble a new mag with replacement parts. The mag must contain at least one original pre-ban part. Also one pre-ban mag cannot be made into 5 mags using one part each from the original.
