Does anyone know where I can find the official dimensions of a popper or know what they are? I have come across some 3/8 plate and would like to make some.

I just had two 4x8 sheets cut into poppers about two months ago. You can get 9 standard and 4 US Poppers on a sheet if your plasma cutter programmer knows what he is doing. He is a link.
