I only know about the Portland area. The best is Rich's Gun Shop in Donald, OR (between Portland and Salem). He does excellent work. Second is the guy who owns The Shooter's Choice in St. Johns's, Also excellent. Beware though, there are some butchers in the Portland area.
Ed Boening in Medford does good work, won't take on what he can't do.
