It is not a paddle, but Dillon markets a pancake rig that is affordable, comfortable and conceals well. I've had mine for 7 years or so now.

BTW, I'm in OH and find I can slide the holster forward on my belt and tuck my cover garment behind it. It works well enough that I believe I'm in compliance. YMMV.

A cheap Fobus comes to mind. They are easy on, easy off, and conceal well enough for winter here in OH. I have one for each of my carry guns just to use when I'll be wearing a coat and want to make a quick trip somewhere.
