On the WC ETM base pad, there are 10 engraved numbers (1 -10), which I assume is used to serialize a mag. But, how am I supposed to use the number?

Dab of nail polish. It stays on until you use a little polish remover gently.

In the meantime, I shot an email to WC, and this came straight from the horse's mouth:
Those are used to number your magazines
1 through 6 for example. That way if you have a malfunction you can note which magazine it is and if you see a pattern you can discard or repair that magazine.
Paint pen, wood burning tool. Whatever works.

I just take a center punch or similar sharp/pointy object and put a small "dot" below the appropriate number.
