Col. Charles Askins claimed credit for inventing the Velo Dog. It was meant to give him an edge in NRA centerfire competition. Used it once and they changed the rules to ".38 caliber or larger" to get that gun out of the competition.

OK, it's .32 or larger, not .38, and Askins modified the Velo Dog rather than inventing it. So slap me hard and call me Shirly.
