The picture is a little small, and I can't see a huge amount of detail...however, I think my best guess would be that the cartridge is slid over the inside tapered mandreld, lined up to the correct arch on the "hammer side" (the larger portion of the tool with the arched grooves in it). The tool is then compressed either with the intent of expanding the neck of the cartridge, or of enforcing the concentricity of the neck (such as to remove the crimps which were put into old shell casings to hold in the old lead slugs).

That's my guess...anyone have anything other than a guess?

Jewelers and watchmakers use these to bend and form wire and flat clock springs.

I've seen larger versions used in shops for sheet and tin work forming.

That's what I used them for in my watchmaker days, but I also saw jewelers using it for something to do with rings.
