There is a used Citadel in my area for $450 which the seller says is "rarely fired". My other option is the Rock Island tactical on Buds which would be $412 out the door after tax and transfer. What should I do?

Questions of preferred caliber notwithstanding, I believe that a new gun with Rock Island's warranty is the better choice. "Rarely fired" also means "Rarely maintained" and these things have to be taken care of properly even when not being shot. You don't know what the previous owner really did with the gun and his problems may well become yours, but buying factory-new means more security for the owner. So unless this Citadel has something special about it that you just can't live without (and can't be replicated on the new Rock), then I would think the choice obvious.

even if the prices were reversed (IE citadel cheaper) I would still buy the new gun. If I dont save at least 20% on a used gun I will always go new

I'd go with RIA. Life time warranty is really nice to have
